Same ADU. Same 800 square feet. Same state. $2,528 apart — and the difference comes from a line on a map you cannot see from the street.

School district boundaries, not city limits, set your ADU school fee. Pasadena and Campbell are 350 miles apart, but the lesson is local: in many California cities, two neighboring parcels can sit in different districts and pay different rates on identical ADUs.

The two numbers

Pasadena — $1,792. Pasadena Unified School District charges $2.24 per square foot for residential construction (PUSD Developer Fee Instructions, revised July 1, 2025). On 800 sq ft: 800 × $2.24 = $1,792. That is the lowest school fee in our entire series — less than half the state Level 1 maximum. PUSD has not raised its rate in years.

Campbell — $4,320. Campbell sits in two districts that stack:

The gap: $4,320 − $1,792 = $2,528.

To put it in perspective: $2,528 is more than the entire building permit in Fontana ($3,195 covers most of it). It is a rounding error on a $320,000 build — 0.8% — but it is decided by nothing you control: not your design, not your finishes, not your contractor. Just which district’s boundary your parcel falls inside.

Why the rate varies

School developer fees are set by school district boards, not cities, under Education Code §17620. The mechanics:

  1. Level 1 (the cap): The State Allocation Board sets a maximum per-square-foot rate, adjusted for inflation every two years. For 2026 it is $5.38/sq ft. Any district can charge up to this by board resolution, no special justification needed.
  2. Level 2 (above the cap): Districts can exceed Level 1 only with a nexus study proving higher facility needs. Few bother.
  3. Stacking: Where elementary and high school districts are separate — common in California — each levies its own fee. Campbell’s $5.40 total is two districts ($3.79 + $1.61), each under the cap individually.
  4. The city is a cashier. Cities collect school fees at permit issuance and pass them to the district. The city cannot waive, reduce, or negotiate them.

Pasadena’s $2.24 is unusual because PUSD simply has not chased the cap. Most districts in our series cluster at $4.79–$5.38. The rate reflects each board’s politics and facility needs, not your ADU.

The 500 sq ft exemption

One statewide constant: ADUs of 500 square feet or less pay $0 in school fees (Ed. Code §17620; confirmed in PUSD’s instructions and the state ADU handbook). This is separate from the 750 sq ft impact-fee cliff — a smaller ADU dodges both, but the thresholds differ.

A 500 sq ft ADU in Campbell saves $2,700 in school fees versus an 800 sq ft one. In Pasadena it saves $1,120. The exemption is worth more where the rate is higher — another way district boundaries quietly shape your pro forma.

What this means for your project

The bottom line

$2,528 for the same 800 sq ft of housing, decided by a boundary line. School fees are the least-discussed of the big three soft costs — and the one you have the least power to change. Know your district before you budget.
