In every other city in this series, the school fee is a number. In Lakewood, it is a question: which street are you on?
Lakewood — 9.5 square miles, ~80,000 people, due east of Long Beach — sits in four school districts. The same 800 sq ft ADU owes $2,376 in the Paramount USD corner, $3,832 in Bellflower USD territory (2022 rate), and $4,304 in the Long Beach USD slice. That is a 2x spread inside one small city, the first multi-district case this series has published, and it makes the parcel — not the plan — the first variable in the budget.
Everything else about Lakewood is equally unusual. It is a contract city: LA County’s Department of Public Works runs building permits, plan check, and inspections on the county’s fee schedule. We found no city development impact fee — no DIF ordinance, no park fee, no Quimby schedule — consistent with Lakewood’s historic low-fee posture, though the absence is not officially confirmed. Our 800 sq ft benchmark lands at about $312,000–$314,000 (~$390–$393/sq ft), with the range driven by the school district lottery.
The short answer
| 800 sq ft detached ADU · Lakewood · 2026 | Amount |
|---|---|
| Total build cost (see assumptions) | ~$312,000–$314,000 |
| Cost per square foot | ~$390–$393 |
| Largest single line | Systems + interior, $147,000 |
| Building permit + plan check | County schedule (rows unconfirmed) |
| DIF — city | $0 (none found)* |
| School district fee | $2,376–$4,304 (by parcel) |
| Sewer (LACSD District 2) | $1,801 (FY26/27 rate)* |
| Water connection | Not found |
| Free pre-approved plans | 2 designs (pipeline) |
| 750 sq ft cliff | State law only |
The four-district map
| District | Rate (residential) | 800 sq ft fee | Status |
|---|---|---|---|
| Long Beach USD | $5.38 | $4,304 | Confirmed (district page) |
| Bellflower USD | $4.79 | $3,832 | Partial (2022 rate; increase unconfirmed) |
| Paramount USD | $2.97 | $2,376 | Confirmed (board agenda) |
| ABC USD | Unknown | Unknown | Not found |
Paramount USD’s $2.97 is the series’ second-lowest confirmed school rate (after Pasadena’s $2.24) — but it applies only to the district’s Lakewood slice. The practical advice is blunt and non-negotiable: verify your parcel’s district with the county assessor before you budget. Nothing else in this post matters if you use the wrong district’s number.
The contract-city permit
Lakewood does not run its own building department. Permits, plan review, and inspections come from LA County Public Works on the county’s fee schedule — the city’s 2025 RFP says so explicitly. What we confirmed: a $47.19 permit issuance fee and a $257.44 minimum plan check fee. What we could not: the valuation-table rows themselves (the county PDF 404s). The permit line is therefore the softest number in this post — use the county’s DAPTS calculator or call the county before budgeting.
The fee autopsy
Every fee line we found, with exactly what it is and where it came from.
| Fee line | Amount | Source / status |
|---|---|---|
| Design & engineering | $14,000 | Series baseline, carried — city pre-approved plans in pipeline, not confirmed published |
| Building permit | County* | LA County schedule via contract (row values unconfirmed — county PDF 404) |
| Plan check | County* | Minimum $257.44 confirmed; rows unconfirmed |
| Permit issuance | $47.19 | County schedule — confirmed |
| City DIF | $0* | None found in code, site, or fee schedules (absence not officially confirmed) |
| School fee | $2,376–$4,304 | By district — see table above |
| Sewer (LACSD) | $1,801* | District No. 2, FY26/27 single-family rate; FY25/26 and ADU-specific basis unconfirmed |
| Water | Not found | Two providers (city west, Golden State Water east); no ADU fee found |
Against the series baseline
| Lakewood | LA County baseline | |
|---|---|---|
| Total | ~$312,000–$314,000 | $320,000 |
| Per sq ft | ~$390–$393 | $400 |
| Building permit + plan check | County schedule* | carried |
| DIF | $0* (none found) | carried |
| School fee | $2,376–$4,304 (4 districts) | $4,304 |
| Sewer | $1,801* | carried |
| Free pre-approved plans | 2 in pipeline | none |
| 750 sq ft cliff | State law only | — |
Lakewood undercuts the baseline by $6,000–$8,000 on the strength of two absences: no city DIF on the books, and — for lucky parcels — the $2,376 school fee. On a Long Beach USD parcel with county permit rows at the high end, the advantage narrows. It is the series’ best illustration of a general truth: in California, the fee schedule that matters is often not the city’s.
A note on SB 1117
Signed September 2026, effective January 2027: marginal impact fees above 750 sq ft. With no city DIF found, Lakewood has little to rewrite — the state-law cliff remains the only cliff. School fees ($2,376–$4,304) are outside SB 1117 and unchanged.
Disclaimer
Model estimate, not a quote. Fees change; the assumptions above are the city/county/districts’ to confirm — the county permit rows, the DIF absence, water fees, and the pre-approved plan status are all marked where they appear. Always verify your parcel’s school district and current fees before budgeting.
