San Francisco barely has a 750 square foot cliff. Oakland goes one step further: it says the quiet part out loud.
The city’s official ADU guidebook contains a sentence you will not find in any other Bay Area fee schedule we have read: “ADUs are exempt from all other development impact fees.” Not reduced. Not deferred. Exempt. A 2025 staff presentation to the city council says it again, in plainer language: homeowners who add one to three ADUs are exempt from impact fees on those units.
So this post does two things. First, the standard six-phase breakdown for an 800 sq ft detached ADU in Oakland — $322,000, or $403 per square foot. Then the part nobody publishes: an autopsy of the soft-cost line, fee by fee, from the city’s own pages — including the one fee schedule the city does not publish at all.
The short answer
| 800 sq ft detached ADU · Oakland · 2026 | Amount |
|---|---|
| Total build cost | $322,000 |
| Cost per square foot | $403 |
| Largest single line | Systems + interior, $147,000 |
| Building permit (4–6% rule of thumb) | $12,800 – $19,200 |
| School district fees (OUSD) | $4,136 |
| Development impact fees | $0 — exempt |
| EBMUD capacity charges (existing meter) | $0 |
The full line-item breakdown
Six phases. The same six used on every build in this series.
| Phase | Cost | Share |
|---|---|---|
| Soft costs (design, permits, fees) | $34,000 | 11% |
| Site work + foundation | $38,000 | 12% |
| Framing + structure | $48,000 | 15% |
| Building envelope | $42,000 | 13% |
| Systems + interior | $147,000 | 46% |
| Landscaping & hardscape | $13,000 | 4% |
| Total | $322,000 | $403 / sq ft |
Shares rounded.
The honest caveat, same as every city post: Oakland’s agencies do not publish phase-level construction costs, and we found no public Oakland permit-valuation dataset to anchor one. So phases two through six are carried from the Los Angeles County baseline, unchanged — the East Bay labor market is real, but we will not print a number we cannot anchor. What is rebuilt from Oakland sources is the soft-cost phase. That is where this city’s story lives — and it is a story about a fee schedule that mostly says “not applicable.”
Where Oakland differs from Los Angeles
| Phase | LA County | Oakland | Difference |
|---|---|---|---|
| Soft costs | $32,000 | $34,000 | +$2,000 |
| Site work + foundation | $38,000 | $38,000 | — |
| Framing + structure | $48,000 | $48,000 | — |
| Building envelope | $42,000 | $42,000 | — |
| Systems + interior | $147,000 | $147,000 | — |
| Landscaping & hardscape | $13,000 | $13,000 | — |
| Total | $320,000 | $322,000 | +$2,000 |
| Per sq ft | $400 | $403 | +$3 |
Same total as San Francisco, by coincidence — and a completely different composition underneath. San Francisco’s soft costs are precise ($19,500 from two published rate tables) with school fees still unverified. Oakland’s are vaguer (a 4–6% rule of thumb) but the school fee is confirmed at $4,136 and the impact-fee line is a documented zero.
The fee autopsy: what Oakland actually charges
Building permit: $12,800 – $19,200 (a range, not a table). The city’s Impact Fees page says it plainly: “Building Permit Fees: Usually 4–6% of project value.” There is no ADU-specific rate table and no published valuation schedule we could locate — the current Master Fee Schedule’s building-valuation table did not turn up on oaklandca.gov. At an assumed $320,000 valuation, the rule of thumb gives $12,800 to $19,200, understood to cover issuance and plan review together. Our modeled soft-cost total uses the $16,000 midpoint. This is the least transparent permit line in the series so far — San Francisco gives you two rate tables; Oakland gives you a sentence. Confirm at the Building Permit Counter (250 Frank H. Ogawa Plaza, Suite 2114) before you budget.
School fees: $4,136. The city collects school fees on behalf of Oakland Unified School District at $5.17 per square foot of residential construction — 800 × $5.17 = $4,136. The city’s 2020 guidebook notes the fee kicks in on new detached units over 500 sq ft; the current $5.17 matches the state’s Level 1 maximum. School-fee thresholds differ by school district — each district administers its own fees under Ed. Code §17620. Note the legal wrinkle: school districts operate under Education Code § 17620, a separate authority from the Government Code ADU provisions, and several districts take the position that the 750 sq ft impact-fee exemption does not bind them. At 800 sq ft you are above every threshold under either reading — this $4,136 is a firm line, not a maybe.
Development impact fees: $0. The 2020 ADU Guidebook (city-issued): “ADUs are exempt from all other development impact fees.” The 2025 staff presentation on the impact-fee overhaul: “Currently, homeowners who add 1 to 3 Accessory Dwelling Units (ADUs) are exempt from paying impact fees on those units.” For scale: under the old per-unit system, a single-family home in Zone 1 owed $27,863.96 (affordable housing) + $4,846.00 (capital improvements) + $1,212.00 (transportation) = $33,921.96. An ADU owes none of it. In July 2025 the council overhauled the program — fees moved from per-unit to per-square-foot, payable at certificate of occupancy — but nothing in the overhaul repeals the ADU exemption.
EBMUD water and wastewater: $0 with your existing meter. EBMUD’s official position, quoted in the city’s guidebook: most homeowners can serve an ADU from their existing meter, in which case no capacity charge applies. A capacity fee applies only if the meter must be upsized (the guidebook cites $10,530 from 2020; current EBMUD schedules list higher single-family charges). State law independently bars treating an ADU as a new dwelling unit when calculating connection fees (Gov. Code § 66311.5). Budget $0; verify your meter size early.
Design and engineering: $14,000 (carried). Oakland publishes off-the-shelf pre-approved studio, 1-BR, and 2-BR ADU plans, with the city listing faster approval, reduced permit fees, and possible build cost-savings as benefits. If one fits your lot, most of this $14,000 line disappears before you start. The $14,000 here is the full-freight baseline, carried from the series standard, for a custom design.
The 750 square foot cliff that Oakland deleted
In the San Diego post, crossing from 750 to 800 sq ft triggers $5,000–$8,000 in newly applicable impact fees. In Oakland, there is nothing to trigger — the exemption is categorical, not threshold-based:
| Fee that creates the cliff elsewhere | Oakland |
|---|---|
| Local development impact fees | Exempt — “ADUs are exempt from all other development impact fees” |
| Water / sewer capacity charges | $0 with existing meter (EBMUD) |
| ADU-specific surcharges | None published |
| School district developer fees | $4,136 at 800 sq ft — above every threshold under either legal reading |
The 750 sq ft decision in Oakland is purely a design decision — how much house you want — not a fee decision. That is the opposite of San Diego, where it is the most expensive checkbox on the drawings, and one step beyond San Francisco, where the cliff “barely exists” because there was never much to trigger. Oakland is the only city in the series so far that affirmatively writes the exemption down for ADUs of all sizes — state law already bars impact fees on ADUs under 750 sq ft statewide, but above that line most cities start charging, and Oakland does not.
Three ADUs per lot, and the parking map
Oakland’s ordinance is among the most permissive in the series: one Category 1 ADU (conversion) + one Category 2 ADU (new construction, up to 850 sq ft for a studio/1BR) + one JADU per single-family lot — three units, where most cities allow two. Detached new construction caps at 20 feet of height with 4-foot side and rear setbacks.
Parking: no additional parking is required inside the city’s no-parking-required map — within a half-mile of transit, historic districts, residential-permit areas, or a block of car share. Most Oakland lots fall inside it, which makes the parking line $0 for most builds. Outside the map: one space per unit, tandem allowed.
The cost risks in Oakland are not fees but overlays: the S-9 Fire Safety Protection combining zone (Oakland Hills), creek protection, and the tree preservation ordinance (construction within 10 feet of a protected tree triggers a permit — including the neighbor’s tree). Hillside lots carry the usual geotechnical load. None of these are in the $322,000; all of them are site-specific.
What moves the number most in Oakland
1. The permit valuation. The 4–6% rule means your permit bill scales with whatever valuation the counter assigns. A $280,000 valuation and a $360,000 valuation are $3,200 apart at the midpoint rate. Get the valuation conversation done early — it is the single biggest soft-cost variable here.
2. Whether your meter suffices. EBMUD’s $0 is conditional on the existing meter. If the ADU forces an upsized meter, you are into five-figure capacity charges. This is a yes/no question answerable before design starts — ask EBMUD, not your contractor.
3. How many units you build. Three ADUs per lot is the series maximum. The per-unit economics of the second and third units (shared trench, shared design) are better than the first — this post models one.
4. Site overlays. S-9 fire zone, creek, protected trees, hillside soils. Oakland’s fee schedule is gentle; its geography is not.
5. Finish grade. $15,000 to $30,000 across a full unit between builder-grade and mid-grade — same as everywhere.

On the permit range. Oakland publishes no building-valuation rate table we could locate; the 4–6% figure is the city’s own planning guidance, not a worked example from a schedule. The $16,000 midpoint feeds the modeled total; your actual bill is set at the Building Permit Counter. A third-party site (permitflow.com) publishes per-$1,000 valuation rates for Oakland residential construction that do not reconcile with the city’s 4–6% — we used the city’s figure and note the discrepancy rather than picking between them.
On the school fee. $5.17 per sq ft is the city’s published residential rate, collected for OUSD. The 2020 guidebook ties the fee to new detached units over 500 sq ft; the current city page states the rate without restating the threshold. At 800 sq ft the fee applies under any reading.
On the construction phases. Oakland’s agencies do not publish phase-level construction costs, and we located no public Oakland permit-valuation dataset for ADUs. Phases two through six are therefore carried unchanged from the Los Angeles County baseline rather than adjusted by an unanchored regional factor. If you hold Oakland permit valuations or contractor data, we want them — see Corrections.
Check this number against your own address
- Call the Building Permit Counter (250 Frank H. Ogawa Plaza, Suite 2114) and ask for the valuation they would assign an 800 sq ft detached ADU.
- Apply the 4–6% rule to that valuation — that is your permit line.
- Confirm your water meter size with EBMUD before design starts.
Declared valuations run below contract price — treat them as a floor, not a total. Full detail on Methodology.

Figures are Oakland, 2026, stated as medians of contractor ranges. Costs vary by site conditions — Oakland Hills, S-9 fire zone, creek, and protected-tree parcels in particular — and finish level. The building-permit figure is the city’s 4–6% planning guidance applied at an assumed $320,000 valuation, not a rate-table calculation. This is construction cost information — not a quote, and not legal, engineering, or financial advice. Confirm requirements with the City of Oakland Planning & Building Department and a licensed California contractor.
Frequently asked questions
How much does an ADU cost in Oakland in 2026?
About $322,000 for an 800 sq ft detached, single-story, new-construction unit with mid-grade finishes in Oakland — roughly $403 per square foot. That is our modeled median: the soft-cost phase is rebuilt from the city’s official fee guidance (a 4–6% permit rule of thumb and a $5.17 per sq ft school fee), while construction phases are carried from the Los Angeles County baseline because Oakland does not publish phase-level construction costs.
Does Oakland charge impact fees on ADUs?
No. The city’s official ADU guidebook states that ADUs are exempt from all other development impact fees, and a 2025 staff presentation to the council confirms that homeowners adding 1 to 3 ADUs are exempt from impact fees on those units. Under the old per-unit system a single-family home in Zone 1 owed $33,921.96 in impact fees; an ADU owes $0 of that.
How much are ADU permit fees in Oakland?
The city does not publish an ADU-specific rate table. Its official guidance says building permit fees are usually 4–6% of project value — at a $320,000 valuation that is $12,800 to $19,200. That figure is understood to cover permit issuance and plan review together, but the city publishes no itemized schedule, so treat the range as a planning figure and confirm at the Building Permit Counter.
Do I pay school district fees on an ADU in Oakland?
Yes, at 800 sq ft. The city collects school fees on behalf of Oakland Unified School District at $5.17 per square foot of residential construction — $4,136 on an 800 sq ft ADU. School districts operate under a separate Education Code framework, and several districts take the position that the state’s 750 sq ft ADU impact-fee exemption does not bind them.
Do I pay water or sewer capacity charges for an ADU in Oakland?
Usually not. EBMUD reports that most homeowners can serve an ADU from their existing water meter, in which case no capacity charge applies. A capacity fee applies only if the meter must be upsized — the city’s guidebook cites $10,530 (2020 figure); current EBMUD schedules list higher single-family capacity charges. State law bars treating an ADU as a new dwelling unit when calculating connection fees.
