Editor’s note (21 Oct 2026): This post is under post-level review. The impact-fee exemption quoted below comes from the city’s zoning ordinance; an August 2025 city-commissioned draft study points the other way, and we have not been able to confirm from a current adopted document which governs an 800 sq ft ADU today. The conflict is presented in full in the post — read the exemption as the ordinance’s text, not as a settled bill.

Oceanside’s zoning ordinance contains the clearest ADU impact-fee sentence in this series: “The City shall not impose any impact fees upon the development of an ADU or JADU.” No qualifier, no square-foot threshold, no sunset clause. Read alone, that sentence makes the 750 sq ft cliff irrelevant in Oceanside — an 800 sq ft ADU pays exactly what a 749 sq ft one does: $0.

Then the city’s own consultants wrote a second document. An August 2025 park DIF nexus study — still in Public Review Draft, still not adopted — proposes rebuilding the parks fee on a per-square-foot basis at a justified maximum of $6.03/sq ft, and it carves out only ADUs under 750 sq ft from the new charges. On 800 sq ft, that is up to $4,824 the ordinance says does not exist. Two official documents, two answers, one 800 sq ft ADU. Which one the counter charges when you pull the permit is the open question this post is built around — and we are not pretending we know the answer.

Our six-phase total lands at $313,000, or $392 per square foot — just under the LA County baseline, priced off the ordinance’s $0 DIF and the confirmed $3,832 school fee. If the park draft is ever adopted, the real bill could sit up to $4,824 higher. Construction phases 2–6 are carried from the Los Angeles County baseline; Oceanside does not publish phase-level construction costs.

The ordinance says $0 — the draft study disagrees

This is the first city in the series where the central question is not what a fee costs, but whether it exists. Oceanside’s zoning ordinance is unambiguous: “The City shall not impose any impact fees upon the development of an ADU or JADU.” Oakland got to $0 by exemption; Salinas by DIF waiver; Oceanside by flat declaration in the ordinance itself. On the ordinance’s face, the 750 sq ft cliff does not apply here — there is no cliff when the fee is zero for every size.

The August 2025 park DIF nexus study complicates that. It exists because AB 602 forces cities to rebuild flat per-unit impact fees on a per-square-foot basis, and its math only exempts ADUs under 750 sq ft per state law (Gov. Code §65852.2). Everything the draft says about ADUs above that line is a maybe: $6.03/sq ft is a justified maximum, the document is a draft, and nothing on the record shows adoption. But a city that pays a consultant to justify $6.03/sq ft for residential park fees is a city keeping its options open — and the ordinance section carrying the $0 promise carries no amendment date, so we cannot even tell you which document is newer.

We priced this post on the ordinance: $0 DIF. That is the law in force. The $4,824 lives in this post as a labeled hypothetical, not a line item. If you are budgeting an 800 sq ft Oceanside ADU, budget the $0 and verify it in writing with Development Services before you close the budget — because the one number you cannot afford to discover at the counter is the one the draft predicts.

$3,832: confirmed, and below the ceiling

Oceanside Unified’s $4.79/sq ft developer fee is one of the lower confirmed school fees in this series — a full $0.59 under the $5.38 state maximum that Glendale, Long Beach, Burbank, and Torrance all charge. On 800 sq ft, the gap between Oceanside and the top tier is $472.

Two caveats. First, the district’s official page publishes the rate without a resolution number or effective date, so we could not tie it to a board action — the rate is confirmed, its paperwork trail is not. Second, Oceanside is a five-district city: OUSD covers most of it, but parcels can fall in Vista USD, Bonsall UESD, Fallbrook UHSD, or Carlsbad USD, and the school fee follows the parcel, not the city. The $3,832 assumes OUSD.

The $7,541 permit bill (marked partial, because it is)

Oceanside does not price building permits on valuation. It prices them on square footage, with a plan-check row and an inspection row for new single-family homes, plus fire review (20% of the building total) and water review (15%), plus two surcharges (General Plan Update 10%, Technology Update 2%). Run the 800 sq ft detached ADU through the new-construction row and the bill is about $7,541 — the highest permit line in this series, more than seven times Riverside’s $1,006.

Three asterisks, stated plainly. The rate tables are 2018 and 2021 vintages; no current fiscal-year schedule is published, so the number could move. The tables’ residential-addition row prices 500–999 sq ft at $2,522.34 — if a detached ADU is classified there instead of as new single-family construction, the permit bill collapses by two-thirds; the city has not said. And we have not asked the city yet: those five questions go in the first outreach. Until then, $7,541 sits in the total as the table’s own math, partially verified.

Water and sewer are the emptiest line in the post. The ordinance’s principle is solid — an ADU is not “new residential use,” and charges on a new detached unit must be proportional to its burden on the system. The proportional dollar amount, however, is nowhere in the public record. The only published numbers are the full single-family connection buy-ins ($24,640 for a 5/8” meter), which are a ceiling, not a quote. This line carries the honest label: not found — verify with city.

Oceanside vs. Los Angeles County

Pre-approved ADU plans0 (program exists, library empty)none
ADU permits 2022–2024 (HCD)505, 31st statewide—

The $7,000 gap with the baseline is almost entirely the $0 DIF and the below-average school fee — offset, partly, by the series’ steepest permit bill. It is the cheapest total published so far outside Riverside’s $309,000, and it holds only as long as the ordinance outlives the draft. The HCD numbers say the market agrees something is working here: 505 ADU permits in three years, 31st statewide, the north San Diego County anchor.

A note on SB 1117

Signed September 2026, effective January 2027: for a homeowner’s first two ADUs, impact fees may apply only to square footage above 750, calculated marginally. In Oceanside, SB 1117 collides with both documents at once. If the ordinance’s $0 DIF survives, the new law changes nothing — $0 times anything is $0. If the park draft is adopted in something like its current form, SB 1117 rewrites the math: the draft’s full-area $6.03/sq ft on 800 sq ft becomes $6.03 on the 50 sq ft above 750 — about $302 instead of $4,824. Either way, the January 2027 quarterly review will check whether the draft was adopted, in what final form, and how the city reconciles it with the ordinance. School fees are outside SB 1117’s impact-fee definition and stay at $3,832.

Disclaimer

Model estimate, not a quote. Fees change; the assumptions above are the city’s to confirm — the current building permit rate tables, the ADU’s fee classification, the park DIF draft’s adoption status, the proportional water/sewer charges, and the school district’s fee resolution are all marked where they appear. Always verify current fees with the City of Oceanside Development Services Department before budgeting.
