Santa Maria builds more ADUs than almost any city in California — and tells you the least about what they cost to permit.

The HCD numbers: 1,318 ADU permits from 2022 through 2024, seventh statewide, in a city of about 110,000 people. The 2024 ordinance is modern and well-drafted — a 750 sq ft impact-fee cliff, proportional water/sewer charges, ADU sizes up to 1,000 sq ft. But the 2026 User Fee Schedule (274 fee types, adopted June 2026) publishes no readable residential building-permit dollar table, no plan-check rate, and no impact-fee dollar schedule we could find. The city that says yes to ADUs most often makes the fee math hardest to do from your desk.

So this post is different from the others in the series. The six-phase total below — $306,000, or $383 per square foot — is a floor, not a finished number. It includes everything we could verify: the $14,000 design line and the $4,304 school fee. It excludes four lines we could not price from public documents — the building permit, plan check, development impact fees, and water/sewer capacity charges — each marked below with exactly what we found and what we didn’t. When those numbers surface, this post gets updated and the change gets logged.

Shares rounded. The soft-cost line includes only verified figures — see the autopsy.

The honest caveat, same as every city post — with an addition: Santa Maria’s agencies do not publish phase-level construction costs, and we found no public Santa Maria permit-valuation dataset to anchor one. So phases two through six are carried from the Los Angeles County baseline, unchanged — we will not print a number we cannot anchor. What is rebuilt from Santa Maria sources, line by line, is the soft-cost phase — but only the lines we could verify. Four fee lines (permit, plan check, DIF dollars, water/sewer dollars) exist in the city’s fee schedule but could not be read from public documents. They are excluded from the total, not estimated.

*Santa Maria’s soft-cost line and total exclude the building permit, plan check, DIF, and water/sewer capacity charges — all real costs, none priced from public documents. The −$14,000 gap is an artifact of missing data, not a finding. Do not read it as “Santa Maria is cheaper.”

The fee autopsy: $18,000 of verified lines, four lines missing

School fees: $4,304 (verified) — with a $7,984 shadow. Santa Maria is the only city in the series served by two school districts: Santa Maria-Bonita (elementary, K-8) and Santa Maria Joint Union (high school, 9-12), splitting the Level 1 fee 71.43/28.57 under a formal split agreement. The verified baseline is the 2026 Level 1 statutory rate: $5.38 per square foot × 800 = $4,304. But both districts have justified Level 2 fees in past School Facility Needs Analyses — $7.02 (elementary, Feb 2025) and $2.96 (high school, Feb 2023) — which would total $9.98 × 800 = $7,984, the highest school-fee line in the series. Level 2 requires annual re-adoption by each board, and we found no current adoption resolutions; both analyses’ validity periods have expired. So $4,304 is the number in the total, and $7,984 lives here as a conditional: if both districts have adopted Level 2, add $3,680. Call the districts’ facilities offices before you budget — this is the single largest swing in the Santa Maria model.

Building permit: verify with the city. The 2026 User Fee Schedule (274 fee types, effective August 1, 2026) exists and was adopted by council — but the residential new-construction dollar tiers could not be read from the public documents we found. Not estimated, not in the total.

Plan check: verify with the city. No plan-check rate (as a percentage of permit fee or otherwise) surfaced in public documents. Not estimated, not in the total.

Development impact fees: structure confirmed, dollars missing. The 2024 ADU ordinance (Section 11) is explicit: no DIF for ADUs under 750 sq ft; ADUs of 750 sq ft or more pay fees “proportionately in relation to the square footage of the primary dwelling unit,” with amounts set by adopted fee resolutions. An 800 sq ft ADU always triggers the fee — but the fee resolutions with dollar amounts could not be located. Not estimated, not in the total.

Water and sewer: proportional burden, dollars missing. The same ordinance (Section 10) requires connection fees and capacity charges for new ADUs to be “proportionate to the burden of the unit on the water or sewer system based on either its square feet or the number of its drainage fixture unit (DFU) values.” This is the series’ only proportional-burden structure — not Oakland’s $0, not Glendale’s $0-by-ordinance, not a flat fee. The rate schedule with dollar amounts could not be located. Not estimated, not in the total.

Design and engineering: $14,000 (carried). The series-standard design line. We could not confirm a city-operated pre-approved ADU plan program from official sources — only a third-party mention of plan connections at a city resource fair. Full custom-design assumption stands.

Santa Maria’s cliff is confirmed in ordinance but unpriced in practice — the worst combination for a builder. You know the rule (750 sq ft) and the mechanism (main-house proportionality) but not the number. Until the fee resolutions surface, the only honest advice is to get the DIF figure in writing from the Building Division before finalizing plans.

Starting 2027-01-01, SB 1117 changes the statewide rule so impact fees on the first two ADUs apply only to square footage above 750 — which would convert Santa Maria’s main-house-proportional structure to a marginal one. The city’s 2024 ordinance predates the law and will need updating; flagged for the December quarterly re-verification.

What moves the number most in Santa Maria

1. The four missing fee lines. The building permit, plan check, DIF, and water/sewer charges are all real, all unpriced here. Together they could add several thousand dollars to the $306,000 floor. Get all four in writing from the Building Division — this post’s total moves more on these than on any design decision.

2. The school-fee Level 2 question. $4,304 versus $7,984 is a $3,680 swing on a single line — the largest conditional in the series. Two phone calls (one per district’s facilities office) resolve it.

3. Your main house’s size. The DIF scales with primary-dwelling square footage. Larger main house, larger fee — get the proportion from the fee resolution.

4. Whether the fee schedule becomes readable. The 2026 User Fee Schedule exists; its residential tiers may simply need an in-person read at the permit counter. If you obtain the dollar tables, send them — see Corrections.

On the incomplete total. Four fee lines — building permit, plan check, DIF dollars, water/sewer dollars — exist in the city’s adopted schedules but could not be priced from public documents. They are excluded from the $306,000 total rather than estimated. This makes Santa Maria the series’ only “floor” post. If you obtain the dollar figures from the Building Division, we will update every affected line — see Corrections.

On the school fee. The $4,304 figure uses the 2026 Level 1 statutory rate ($5.38/sq ft), split between the two districts per their agreement. Both districts have justified Level 2 fees in past analyses ($7.02 and $2.96), which would total $7,984 — but Level 2 requires annual board re-adoption, and no current adoption resolutions were found. The $7,984 figure is presented as a conditional, not a finding.

On the construction phases. Santa Maria’s agencies do not publish phase-level construction costs, and we located no public Santa Maria permit-valuation dataset for ADUs. Phases two through six are therefore carried unchanged from the Los Angeles County baseline rather than adjusted by an unanchored regional factor. If you hold Santa Maria permit valuations or contractor data, we want them — see Corrections.

Check this number against your own address

  1. Ask the Building Division for the residential building-permit dollar tiers and plan-check rate from the 2026 fee schedule.
  2. Ask for the DIF dollar amount at your main house’s square footage — get the adopted fee resolution figure in writing.
  3. Ask both school districts’ facilities offices whether Level 2 developer fees are currently adopted.
  4. Ask for the water/sewer capacity charge at 800 sq ft (sq ft vs. DFU basis).

Our position

We don’t build ADUs. We don’t sell plans. We don’t sell your information to contractors. No figure on this site has been paid for or reviewed by anyone whose costs we publish. More on About.

Figures are Santa Maria, 2026, stated as medians of contractor ranges. Costs vary by site conditions and finish level. The $306,000 total is a floor: the building permit, plan check, development impact fees, and water/sewer capacity charges are real costs excluded because they could not be priced from public documents. The school fee ($4,304) uses the verified Level 1 rate; Level 2 adoption ($7,984 conditional) was not confirmed. This is construction cost information — not a quote, and not legal, engineering, or financial advice. Confirm requirements with the City of Santa Maria Community Development Department and a licensed California contractor.

Frequently asked questions

How much does an ADU cost in Santa Maria in 2026?

About $306,000 for an 800 sq ft detached, single-story, new-construction unit with mid-grade finishes in Santa Maria — roughly $383 per square foot. That is our modeled floor: the building permit, plan check, impact fees, and water/sewer charges are excluded because they could not be priced from public documents. Construction phases are carried from the Los Angeles County baseline because Santa Maria does not publish phase-level construction costs.

Does Santa Maria charge impact fees on ADUs?

ADUs under 750 square feet are fully exempt under the city’s 2024 ordinance. ADUs of 750 square feet or more pay fees proportional to the main dwelling’s size — but the dollar amounts come from fee resolutions we could not locate, so the 800 sq ft figure is not in our total. Starting 2027, SB 1117 converts this to marginal taxation on square footage above 750.

Do I pay school district fees on an ADU in Santa Maria?

Yes — at least $4,304. Two districts serve the city (elementary and high school), and the verified Level 1 rate is $5.38 per square foot on 800 sq ft. Both districts have justified higher Level 2 fees in the past ($7.02 and $2.96), which would total $7,984 — but current adoption was not confirmed, so that figure is conditional.

Why is Santa Maria’s total lower than other cities?

It isn’t, necessarily — the $306,000 is a floor, not a comparable total. Four fee lines that other cities’ totals include are excluded here because they couldn’t be priced from public documents. Once those numbers surface, this total will rise. Read the exclusions before comparing.
