Santa Rosa’s ADU impact-fee discount was born in the ashes of the 2017 Tubbs Fire — and it is still on the books. City Council Resolution RES-2017-236, adopted that December after the fires destroyed thousands of homes, cut capital facilities and park impact fees for ADUs on a tiered schedule: 0% at 750 sq ft or less, 25% for 751–950 sq ft, 50% for 951–1,200 sq ft. Nine years later, the city’s ADU page still publishes the table. An 800 sq ft ADU pays a quarter of the standard freight — roughly $3,903–$7,158 depending on park zone — where most cities charge the full fee the moment you cross 750.
The second surprise is where the money actually goes. Santa Rosa Water publishes explicit ADU rows in its demand fee schedule — $0 at or under 750 sq ft; above it, $1,603 water demand + $4,659 sewer demand + a $948 water demand offset fee (an unusual third layer) + $1,020 in processing fees. Total: $8,230. The utility stack exceeds the reduced impact-fee band. In Santa Rosa, water — not DIF — is the dominant city soft cost, and few cities publish the ADU utility math this legibly.
The honest gap is the building permit. Santa Rosa prices all plan check and permit fees on project valuation, but the fee schedule document was inaccessible to our research (HTTP 403 on the official DocumentCenter PDF, no alternate text source found). Per the no-guess rule that governs this series, no permit figure is reported. It is the largest single unknown in the ~$320,000 total — verify with Planning & Economic Development before budgeting.
A final wrinkle worth watching: SB 1117 (effective January 2027) will force marginal above-750-only impact-fee math statewide for the first two ADUs. Santa Rosa’s existing 25% tier for 751–950 sq ft already approximates a gentler cliff — depending on how the city recalibrates, the 800 sq ft ADU impact fee could actually rise or restructure under the new formula. The January 2027 quarterly review will check.

Dead even with the baseline on the headline — but the composition is inverted from the coastal norm. Where Encinitas concentrates $22,040 in DIF and Santa Barbara $22,566 in permits, Santa Rosa spreads the load: a discounted DIF band, a heavy utility stack, and a permit fee nobody can quote without the city’s valuation tables. The fire-era bargain is real, it is published, and it is still the law.
A note on SB 1117
Signed September 2026, effective January 2027: for a homeowner’s first two ADUs, impact fees may apply only to square footage above 750, calculated marginally. Santa Rosa’s 25% tier for 751–950 sq ft is already gentler than the baseline cliff SB 1117 replaces — the city’s 800 sq ft fee under the new marginal formula will depend on how Santa Rosa recalibrates its tier against the state mandate, and could move in either direction. Water and sewer demand/offset fees are connection/capacity charges, explicitly excluded from SB 1117’s impact-fee definition — the $8,230 utility stack is unaffected. School fees stay at $4,136.

Model estimate, not a quote. Fees change; the building permit figure, the exact DIF per-unit base, and potential inclusionary housing fee applicability are the city’s to confirm. Water demand fees adjust each January 1 — figures above are from the January 1, 2025 schedule.
