Fontana’s development impact fees total $20,563 per new single-family home — park development alone is $7,733, circulation mitigation another $6,685. It is one of the heaviest DIF loads in this series. And then the city published a free ADU plan at 738 square feet — twelve feet under the 750 sq ft impact-fee cliff — that pays exactly $0 of it.
That tension is the story of building an ADU in Fontana: a fee structure that punishes size, and a city plan set engineered to dodge it. Our 800 sq ft benchmark, priced phase by phase, lands at about $319,000, or $399 per square foot — a dollar under the LA County baseline, built from very different parts than its neighbors.

The fee autopsy
Every fee line we found, with exactly what it is and where it came from.
| Fee line | Amount | Source / status |
|---|---|---|
| Design & engineering | $14,000 | Series baseline, carried — free city plans reduce but don’t eliminate site-specific costs |
| Building permit | $1,892 | 501–1,200 sq ft tier — Listing of City Fees (Jan 1, 2026) |
| Plan check | $1,303 | Same tier — same schedule |
| Permit issuance + reviews | ~$643 | Issuance $71, disabled access $117, energy review $117, computer fee $400 (800 × $0.50), training $4.80 — same schedule |
| DIF (12 lines, pro-rata) | ~$10,967* | $20,563/SFDU × (800/1,500) — Res 2022-065; our arithmetic, not a city figure |
| School fee (FUSD) | $4,304* | $5.38 × 800 — board agenda Res 26-31 (final vote unconfirmed) |
| Sewer capital | $1,023* | Per dwelling unit — Development Fees table (ADU applicability unconfirmed) |
| Water capital/supply | Not found | Fontana Water Company serves the city; no ADU fee found in city documents |
The 738 sq ft loophole
Fontana’s Standard ADU Plans program publishes three detached designs. Read them as a strategy document:
- Morning Glory — 462 sq ft, 1 bed/1 bath: under both the 500 school-fee cliff and the 750 impact-fee cliff.
- Carnation — 738 sq ft, 2 bed/2 bath: under the 750 cliff by 12 feet. Pays $0 in impact fees.
- Sunflower — 1,143 sq ft, 3 bed/2 bath: over the cliff, full pro-rata DIF.
The Carnation is the telling one. A 2-bedroom, 2-bath ADU — genuinely livable — drawn twelve feet under the line where $10,967 in fees switch on. The city is not subtle about it, and neither should you be: if your program fits in 738 sq ft, Fontana’s own plan set hands you a five-figure discount.
Against the series baseline
| Fontana | LA County baseline | |
|---|---|---|
| Total | ~$319,000 | $320,000 |
| Per sq ft | ~$399 | $400 |
| Building permit + plan check | $3,195 flat | carried |
| DIF | ~$10,967 pro-rata* | carried |
| School fee | $4,304* ($5.38 max) | $4,304 |
| Sewer | $1,023* | carried |
| Free pre-approved plans | 3 designs | none |
| 750 sq ft cliff | Yes | — |
Fontana lands a dollar under the baseline almost by accident: a transparent flat permit ($3,195 — no valuation math, no surprises) and a school fee at the statutory maximum roughly cancel out, leaving the DIF as the swing variable. On a large primary dwelling the pro-rata shrinks; on a small one it grows. And from January 2027, SB 1117 rewrites the math anyway — fees only on square footage above 750, which turns ~$10,967 into something closer to ~$685 on our example. The 2026 permit timing question is worth real money here.
A note on SB 1117
Signed September 2026, effective January 2027: for a homeowner’s first two ADUs, impact fees may apply only to square footage above 750, calculated marginally. Fontana’s May 2026 DIF justification study already states the current pro-rata rule in plain language; the marginal rule will require a new schedule. We found no mention of SB 1117 in city materials; the January 2027 quarterly review will check. School fees ($4,304) are outside SB 1117 and unchanged.
Disclaimer
Model estimate, not a quote. Fees change; the assumptions above are the city’s to confirm — the DIF pro-rata example, the school district vote, water fees, and sewer applicability are all marked where they appear. Always verify current fees with the City of Fontana before budgeting.
