A 749 sq ft ADU in Encinitas pays $0 in city impact fees. A 750 sq ft ADU pays $20,662.50. One square foot, twenty thousand dollars — the sharpest 750 cliff this series has found, and it landed in July 2026 when the city overhauled its development impact fee schedule.
The arithmetic is brutal and simple. On May 20, 2026, the Encinitas City Council adopted Resolution No. 2026-34, implementing a new Citywide Impact Fee Nexus Study that set the single-family residential DIF at $27.55 per square foot — driven largely by a $13.56 park development fee. The study’s ADU section (p. 104) states the rule plainly: ADUs under 750 sq ft pay no city impact fees; ADUs of 750 sq ft or more are charged the full single-family rate times the ADU’s square footage. For an 800 sq ft ADU: 800 × $27.55 = $22,040. That single line is 7% of the total build cost and the largest fee line in this post by a factor of five.
Here is the paradox that makes Encinitas worth studying. The same city that built a $20,663 cliff also waives all Development Services permit fees for ADUs — the January 2026 ADU/JADU Guide states it outright — and gives away eight free pre-approved plans through its PRADU program. Free plans, $0 permit, $22,040 in impact fees. The practical effect: 749 sq ft is the de facto design ceiling in Encinitas, and the city knows it.
Three items sit unconfirmed underneath the ~$322,000 total: the proportional sewer capacity share (the ADU Guide says hookup fees apply “proportionate to the burden” but publishes no per-ADU figure), the water connection fee (Encinitas is served by multiple water districts; no city-wide schedule exists), and the SANDAG RTCIP arterial fee (the Nexus Study says it “remains in effect as is” without publishing an ADU amount). Construction phases 2–6 are carried from the Los Angeles County baseline; Encinitas does not publish phase-level construction costs.
The short answer

The fee autopsy
Every fee line we found, with exactly what it is and where it came from.
| Fee line | Amount | Source / status |
|---|---|---|
| Design & engineering | $8,000 | Series baseline reduced — 8 free PRADU plans, site-specific work still costs money (savings unquantified) |
| Building permit | $0 | Waived — ADU/JADU Guide (Jan 2026, PLN-118) |
| Plan check | $0 | Waived — same guide |
| City DIF | $22,040 | 800 × $27.55/sq ft — Nexus Study (May 2026), Res. 2026-34, eff. 7/20/2026 |
| School fees | $3,832 | 800 × $4.79 — EUSD $2.27 + SDUHSD $2.52 (EUSD 2024 increase unverified) |
| Sewer capacity | Proportional* | “Proportionate to the burden” — ADU Guide; per-ADU amount not published (verify with city) |
| Water connection | Not found | District- and meter-dependent; no city-wide schedule |
| RTCIP (SANDAG) | Not found | “Remains in effect as is” — amount not published |
Against the series baseline
| Encinitas | LA County baseline | |
|---|---|---|
| Total | ~$322,000 | $320,000 |
| Per sq ft | ~$403 | $400 |
| Building permit + plan check | $0 (waived) | carried |
| DIF | $22,040 | carried |
| School fee | $3,832 ($4.79) | $4,304 |
| Sewer capacity charge | Proportional* (unconfirmed) | carried |
| Free pre-approved plans | 8 PRADU designs | none |
| ADU permits 2022–2024 (HCD) | 356, 46th statewide | — |
The $2,000 premium over the baseline is the DIF line doing all the work: $22,040 here against a carried baseline, partially offset by the $0 permit and a school fee below the $5.38 maximum. Strip the DIF to its pre-July-2026 level and Encinitas would be one of the cheapest cities in the series. The cliff math is the entire story — and it expires in structure, if not in dollars, on January 1, 2027.
A note on SB 1117
Signed September 2026, effective January 2027: for a homeowner’s first two ADUs, impact fees may apply only to square footage above 750, calculated marginally. Encinitas’s current structure — full $27.55 rate on the entire unit once it hits 750 — is the state-law baseline that SB 1117 replaces. Under SB 1117, an 800 sq ft ADU would owe DIF on 50 sq ft, not 800: roughly $1,378 instead of $22,040. That is a ~$20,600 swing hanging on a January 1 effective date. We found no mention of SB 1117 in city materials; the January 2027 quarterly review will check for a revised fee schedule. School fees are outside SB 1117’s impact-fee definition and stay at $3,832.

Model estimate, not a quote. Fees change; the sewer proportional share, water connection fee, RTCIP amount, and the EUSD fee increase are the city’s and districts’ to confirm. Always verify current fees with the City of Encinitas Development Services Department before budgeting.
