Santa Barbara’s building permit for an 800 sq ft ADU costs $22,566. Fullerton charges $1,223 for the same piece of paper. That is not a typo — it is roughly an 18x multiple, the highest permit bill this series has published, and it single-handedly makes Santa Barbara the most expensive fee environment we have priced.

The city’s fee schedule (Resolution No. 2026-059, FY 2027) prices new R-3 dwellings by square footage with unusual transparency: a $23,704 base for 1,000 sq ft ($17,383 permit + $6,321 plan check), scaled proportionally — 800/1,000 × $23,704 = $18,963 ($13,906 permit + $5,057 plan check). Then come the mandatory add-ons: an 8% technology fee ($1,517) and an 11% growth-management / general plan update fee ($2,086), both levied on projects creating new square footage. Total: $22,566. This is the schedule’s own methodology, not our estimate.

The counterweight is equally stark: Santa Barbara levies no development impact fees at all. The full fee schedule contains zero DIF line items. The 750 sq ft cliff — the defining feature of most coastal California ADU fee structures — is moot here. And when the ADU shares the lot’s existing water meter (the standard case under state law), sewer and water capacity charges are $0. The city’s fee philosophy is concentrated, not diffuse: one enormous permit bill, nothing else.

The Preapproved ADU Program (May 2025, implementing AB 1332) is the city’s answer to its own permit pricing. Ready-to-use designs get a 25% plan-check discount — a flat $2,369 for 501–800 sq ft versus the standard $5,057 — plus review in half the standard time and staff review within 10 business days. On an $18,963 standard permit path, the program saves roughly $2,700 in plan check alone.

The $7,000 premium over the baseline is the permit bill minus the missing DIF: $22,566 in permits against $0 in impact fees. No other city in the series concentrates its fee load this extremely. Use the preapproved program and the honest total drops toward $324,000 — still the priciest fee stack we have published, but with review in half the time.

A note on SB 1117

Signed September 2026, effective January 2027: for a homeowner’s first two ADUs, impact fees may apply only to square footage above 750, calculated marginally. Santa Barbara has no impact fees, so SB 1117 changes nothing on the DIF line — there is nothing to prorate. The permit fee, which is the actual story here, is outside SB 1117’s scope entirely. School fees are outside SB 1117’s impact-fee definition and stay at $4,136.

Disclaimer

Model estimate, not a quote. Fees change; the preapproved plan-check discount assumes program eligibility, and separately metered ADUs face fixture-unit capacity charges ($376.97/water FU, $137.77/sewer FU). Always verify current fees with the City of Santa Barbara Community Development Department before budgeting.
