Laguna Beach — the coastal town famous for making everything hard to build — charges $0 in city impact fees on ADUs, prices its school fee at $2.05 per square foot (unchanged since 2001, among the lowest in the series), and exempts ADUs from both Design Review and Coastal Development Permits. The coastal premium, at least on the fee lines, does not exist.
The sewer schedule is the standout detail. Where most cities bury ADU sewer charges in per-unit or fixture-unit formulas, Laguna Beach publishes an explicitly ADU-priced line: $215 per 100 square feet for accessory dwelling units and additions of 500 sq ft or more (Master Fee Schedule, Sewer Connection Fees). An 800 sq ft ADU pays $1,720; an ADU under 500 sq ft pays nothing. It is one of the clearest ADU-specific utility rates in the fee matrix.
The open question is the building permit. Laguna Beach prices permits by construction valuation — $10.39 per additional $1,000 of valuation across all tiers, with plan review at 65% of the permit fee — but the city publishes no official ADU valuation figure, so the dollar total is unconfirmed. On an illustrative $200,000 valuation, the permit-plus-plan-check stack lands near $8,500 including the $1,390 zoning plan check, $80.90 issuance, 10% combination MEP permit, and 1.7% technology surcharge. That is our arithmetic on an assumed valuation, not a city figure — marked where it appears.
Water is the second caveat. The Laguna Beach County Water District charges ADU water capacity fees on a proportional formula — (ADU sq ft ÷ primary residence sq ft) × meter-size capacity fee — so the dollar amount depends on the primary dwelling’s size and the meter. The 1-inch meter base is $9,048; the ADU share is unconfirmed for any specific lot.

The $6,000 discount to the baseline is the school fee doing quiet work: $1,640 here against $4,304 at the $5.38 maximum — a $2,664 gap on a single line — plus zero impact fees. The permit is the swing factor: if the city’s valuation comes in above our illustrative $200,000, the total rises; below it, Laguna Beach gets cheaper still. The composition is the story: the lightest school fee in the series, an unusually legible sewer line, and a permit priced on a valuation nobody publishes.
A note on SB 1117
Signed September 2026, effective January 2027: for a homeowner’s first two ADUs, impact fees may apply only to square footage above 750, calculated marginally. Laguna Beach has no impact fees, so SB 1117 changes nothing locally — the codified cliff stays moot. Note that SB 1117’s impact-fee definition explicitly excludes water and sewer connection/capacity charges, so the $1,720 sewer line and the LBCWD water formula are unaffected. School fees are outside SB 1117’s definition and stay at $1,640.

Disclaimer
Model estimate, not a quote. Fees change; the building permit total depends on the city’s construction valuation (unpublished for ADUs), and the water capacity fee depends on the primary dwelling size and meter. Always verify current fees with the City of Laguna Beach Community Development Department before budgeting.
